President: Dennis Dougherty
Dennis is a Safety Supervisor and Training Coordinator for Med-Tex Services Inc., an Occupational Safety, Health and Rescue Support Contractor.
JOB RESPONSIBILITIES: Conduct job-site safety audits, coordinate confined space activities with a specialization on the rescue aspects, conduct and design safety training programs, and manage personnel performance.
PROFESSIONAL AREAS OF EXPERTISE: Confined Space Operations & Rescue, Fall Protection, Respiratory Protection Activities
EDUCATION: Academic: Undergraduate degree in Management Information Systems from St. Joseph’s University; Graduate degree in Occupational Safety and Health with a focus on Industrial Hygiene from Temple University; currently enrolled in a MBA program at LaSalle University; Industry: Completed OSHA 510, 500, MSA Safety Equipment Program, MSA/Rose Manufacturing Competent Person in Fall Protection, Basic Rope Rescue, Confined Space Rescue, High Angle Rescue, Trench Rescue, PA Emergency Medical Technician, First Aid/CPR, Safety Trained Supervisor from CCHEST, other certifications available upon request.
INDUSTRY INVOLVEMENT: Executive Committee Member for the Mid-Atlantic Construction Safety Council, Member of the Advisory Council to Mine Safety Appliance, Vice President of the Philadelphia Chapter of the ASSE, Guest speaker at Temple University for graduate and undergraduate studies in the Safety and Health program, Professor at St. Joseph’s University in their Public Safety Graduate Program.

President-Elect: Hoyt Emmons
Hoyt Emmons is the Manager of Employee & Environmental Safety & Health at Tengion, Inc., a regenerative medicine biotechnology company in East Norriton, PA. Hoyt has over 20 years of experience in various aspects of EHS and Security in the chemical and biopharmaceutical industries.
Hoyt has a BS in Animal Science from Delaware Valley College, a MBA from LaSalle University, and a MS in Environmental Health from Temple University. He is also a certified OSHA Construction Outreach Trainer for 10 and 30 hour programs.
Hoyt’s non-safety work includes sheep shearing and teaching the WITS personal fitness trainer certification course. Hoyt enjoys spending time with his family and participating in outdoor activities.
Vice President: Arnelia Hollinger
Arnelia Hollinger, President and CEO of Hedges Occupational Health Advisors, Inc. (Wayne, PA), has an M.S. in Environmental Science, and is board certified as a Certified Safety Professional, Certified Hazardous Materials Manager, Certified Environmental Trainer, and Certified Professional Environmental Auditor. She has also been qualified via the Pennsylvania Bureau of Workers’ Compensation to provide training and instruction to safety committee members for the purposes of certification.
Treasurer: Joe Dutko
Joe has worked for Modern Group Limited for more than 25 years. Modern is a diverse material handling company with 24 locations covering NJ, Eastern PA, DE & MD. In 1991, Joe took the assignment of becoming Moderns first Safety Director and implemented a broad spectrum of programs to insure the company's compliance with existing rules and employee safety. Having studied at Penn State and at the National Safety Council, he received his Advance Safety Certificate in 1994. In 1997 he expanded his technical specialties in D.O.T. compliance, combining all 4 Modern operating companies' programs into one. Joe has been a member of ASSE since 1998. He has been an active member in the ASSE in attending seminars in Baltimore, Orlando, Atlantic City and other events. He became active in the Philadelphia Chapter in 1999, and joined the Executive Board as Treasurer-elect for 2001-02.
Joe resides in Burlington City, NJ and is kept busy restoring an 1880 period 3-story brick house. His son Matthew, an accomplished house finish carpenter, is glad to help with some of the more difficult work. Major outdoor activities include; whitewater rafting (the Colorado River through the Grand Canyon was the best so far), exploring the canyons of the West and traveling to name a few.
Secretary: Tom Case
Tom Case is an private occupational safety and health consultant. Prior to going into consulting, Tom served as corporate safety, health and environmental manager for an international manufacturer and distributor of food products, and as a senior health and safety specialist for an international building products manufacturer.
Tom received his Bachelor of Science degree in Environmental Engineering Technology, and his Master of Science degree in Occupational Safety and Health, from Temple University. He has over 20 years of occupational safety and health experience in consulting, industry and academia.
He is a Certified Industrial Hygienist and a Certified Safety Professional.
Tom has been a member of the Philadelphia Chapter ASSE since 1993. He is also an officer of the Philadelphia Section AIHA, currently serving as the section's Secretary and Webmaster. Tom lives in Royersford, PA.
Delegate: John Connolly
John is the Safety Professional for the Sheet Metal Contractors Association of Philadelphia and Vicinity. The Association Offices are in Conshohocken and the Membership we serve is based in Southeastern PA, Western NJ, and Delaware. John has over 16 years experience in Association Management and extensive experience in construction related activities. He is a graduate of Kutztown University with a B.S. in Education.
An ASSE Member since 2000 and John participated in the National PDCs in 2002 and 2003, plus the Philadelphia Chapter PDCs. He is an authorized OSHA Construction and General Industry Instructor and Red Cross CPR/ First Aid Instructor. Professional Memberships also include the Mid-Atlantic Construction Safety Council (MACSC).
John resides, with wife Deborah, outside of Sinking Spring (PA). He has one son, Brian, and has become an "empty-nester". A bad, infrequent golfer, John enjoys the quiet times fishing local streams.
Delegate: Tom Norton
Tom is a Certified Safety Professional with over 20 years of working in various fields of safety. He has worked in the petroleum, construction, research & development industries serving a variety of positions including Supervisor of Safety Engineers, Assistant Corporate Safety Mgr. & Safety Mgr.
He current is employed as an Occupational Safety Mgr. for Horne Engineering Services in support of the Transportation Security Administration (TSA) working our of their Philadelphia office.
Tom has been a active member of the Philadelphia Chapter of ASSE since 1984 and served the Chapter in all of the elective positions, including Chapter president. In addition, Tom continues to serve the Chapter as the By-Laws committee Chairperson and represents the Chapter at the ASSE Professional Development Conference as the Chapter delegate attending the House of Delegate meetings, as well providing the Chapter with Delegate-related activities throughout the year.
Tom is also a National & State of New Jersey Emergency Medical Technician (EMT) and volunteers at three different ambulance squads in the community.
Tom lives in Sicklerville, NJ with his wife Andrea.
Delegate: Andrew Salvadore
Andrew is the Safety Compliance and Training Manager for the Asplundh Tree Expert Co. Andrew has 20 years of field and management experience in occupational safety, health and risk management. As a graduate of the Indiana University of Pennsylvania’s - Safety Sciences Program in 1985 and a board certified safety professional since 1994, Andrew has dedicated his career to the protection of people, property and the environment.
Andrew currently serves on the Utility Line Clearance Coalition (ULCC), ANSI Accredited Standards Committee Z133 Safety Requirements for Arboricultural Operations, Tree Care Industry Association (TCIA) Safety Task Forces, TCIA Standards and Best Work Practices Subgroup, Member of the Utility Arborist Association and is a past president and delegate for the Philadelphia Chapter of the American Society of Safety Engineers.
He currently supports the safety compliance and training programs for the Asplundh Tree Expert Co. and works out of the World Headquarters located in Willow Grove, Pennsylvania.
Past President: Hiliary Holloway, Jr.
Hiliary Holloway is principal owner and President, The Holloway Safety Group, Inc. since April 2004, with over 20 years as a "HIGH IMPACT" Safety Professional.
Previous positions held include:
Safety Director for Williard Division of Limbach Company LLC.
Focal contractor safety professional for SUNOCO.
Twelve years as a Federal OSHA Safety Compliance Officer.
Hiliary is a Professional Member, American Society of Safety Engineers, with specialty in
ASSE Construction Division and ASSE Risk Management Division.
He is a Certified Professional Environmental Auditor in Health & Safety, CPEA and a Member, Mid-Atlantic Construction Safety Council
Hiliary earned a B.A. at North Carolina Central University and M.S. at University of Pennsylvania. His hobbies are "anything automotive", racquetball and playing "bad golf with bad golfers".
Hiliary lives with wife and daughter in Springfield Township, Montgomery County.

Tamara Mueller, a principal owner of Tandem Group, Inc., a company started in November 2002 that provides Environmental, Health and Safety educational materials and services through a vast array of strategic partnerships. Prior to Tandem Group, Tamara worked for Summit Training Source, Inc. of Grand Rapids, MI, a provider of EHS training materials, first as an Account Manager assisting clients with the development of their EHS training programs and then as the Business Development and Training Coordinator for the company. This position required knowledge in industry trends, regulatory compliance and software applications.
Prior to getting involved in the EHS field, Tamara worked in the banking industry for Old Kent Bank/Old Kent Financial Corporation in Grand Rapids, MI where she collaborated with senior management to develop retention strategies to maintain customer relationships working daily with the resolution and prevention of bank errors determining root cause and recruiting a task force to prevent repetition of errors.
Tamara has been an active member of ASSE since 2000 and AIHA since 2002. Tamara and her husband Dennis share a home in Montgomery County and enjoy biking, scuba diving and travel.
